The resort is accessed via national road DN39 and is well-connected by public bus services from both Constanța and the adjacent city of Mangalia, which is roughly 6 kilometers away. The road infrastructure is paved and in good condition. Tourist infrastructure includes paved access roads, pedestrian paths, and beach facilities. The resort is primarily operational and easily accessible during the summer tourist season, with many services being reduced or closed during the off-season months from autumn to spring.
The resort is located on a coastal plain with a temperate-continental climate, strongly influenced by the Black Sea, which results in milder summers and warmer winters compared to inland areas. Jupiter was constructed during the 1960s and 1970s under the communist regime in Romania. Its creation was a direct result of government policy to develop the Romanian coast of the Black Sea into a major domestic and international tourist destination. It was built alongside other similarly named resorts inspired by planetary names, such as Neptun and Venus. Since its inception, its primary historical role has been as a leisure and vacation center. Following the Romanian Revolution of 1989, many of the state-owned facilities were privatized, but the resort's fundamental purpose has remained unchanged.
